When processing orders you might come across the "Hard 120413 - The UPS account number provided as the payment method cannot be billed, please try another account" error.
This error indicates that there may be an issue with the 3rd Party or Recipient UPS account you're trying to bill.
Please have the account holder contact UPS support (800 468-8823) or their UPS representative for help with this issue - UPS may have placed a block or hold on their account.
